SUMMARY:LTISD Monthly School Board Meeting
DESCRIPTION:LTISD Update\nOn June 3rd there was a special budget meeting. \n\nProjecting a $4M deficit. (This is after LTISD cut the tax rate last year in order to persuade voters to vote for the bond and convince us the bond was NOT a tax increase)\nAt a 94.5 attendance\, there was a discussion to increase attendance as a way of increasing the money for the budget because the state pays for attendance.\nThe District projects no increase in class size.\nLots of discussion about a recapture (Robinhood) initiative. There is no way of knowing where the money really goes. They resent it. Called the ‘hidden state tax’. Feeling of mistrust of state government.  (The Republican party added a plank to the platform this year to audit Robinhood in an effort to hold the state government accountable.) \nA mention of mobilizing parents in some way to support a meeting at the capital about funding that should be increased for education.\nCustodial staff referred to as ‘those people’ who cannot afford to live in the area.\n1% raise for teachers\, starting teacher $57\,000.\nDr. Davis wanted a 2% raise to make sure we can keep our teachers. Most employees live out of district because of the cost of living in Lake Travis. After much discussion a proposal was written to go ahead with 1% raise but if they get more money from the state\, they would go up to 2 % possibly in a split raise. (We are for raising teacher pay\, but not administrative pay.)\n Adding Additional Instructional coaches next year.\nAdding guidance and other counselors.\nAdding more safety personnel.\nAdding Safety Coordinator position.\nFewer substitutes next year.\n\n***In addition\, LTISD has hired a forensic accountant to specifically investigate allegations of misappropriation of funds alleged in recent open record requests.  This is great news!

Stand with us or drive by and give us a wave and a honk.  \nFlag Day is a holiday celebrated on June 14 in the United States. It commemorates the adoption of the flag of the United States on June 14\, 1777 by resolution of the Second Continental Congress.[1] The Flag Resolution stated “That the flag of the thirteen United States be thirteen stripes\, alternate red and white; that the union be thirteen stars\, white in a blue field\, representing a new constellation.”[2][3] \nThe United States Army also celebrates the U.S. Army birthday on this date\, as Congress adopted the American continental army after reaching a consensus position in the Committee of the Whole on June 14\, 1775.[4][5] \nIn 1916\, President Woodrow Wilson issued a proclamation that officially established June 14 as Flag Day. On August 3\, 1949\, National Flag Day was established by an Act of Congress. Flag Day is not an official federal holiday. Title 36 of the United States Code\, Subtitle I\, Part A\, CHAPTER 1\, § 110[6] is the official statute on Flag Day; however\, it is at the president’s discretion to officially proclaim the observance.

Overwatch will host U.S. Army Veteran\, West Point Graduate and Wall Street Journal bestselling historical author Lee Jackson.  Lee is back with a talk entitled Introduction to the Blob (Not a Joke). The context this week is: what Tucker Carlson\, Dan Bongino and Alex Jones didn’t know that is crucial to national survival. Lee is using his specialized talent in historical research combined with his recon skills to analyze in today’s current state. It is noteworthy that when Lee deployed in Iraq and Afghanistan his job was to go into towns and villages and learn anything he could about concerns relating to security\, and recommend courses of action to meet military objectives without resorting to lethal methods. Come and be inspired to take action by this man’s story and passion!  \nAbout LTC (Ret) Pete Chambers:\nLIEUTENANT COLONEL PETER CONSTANTINE CHAMBERS\, D.O.\nU.S. ARMY SPECIAL FORCES (RET.) \nLTC Pete Chambers joined the army in 1983 and served for a career spanning 39 years. After his first Honorable Discharge he had a break in service to complete college and medical school at the University of New England. He completed a primary care residency and worked as an emergency room physician and was commissioned as a peace officer serving his community as a SWAT team physician and sheriff’s deputy. After the United States was attacked on 9/11\, he returned to the US Army Special Forces. \nHe is a graduate of the Special Forces Qualification Course\, earning the Green Beret. He has multiple combat tours\, deploying in the capacity of Special Operations Flight Surgeon and Green Beret Commander conducting foreign internal defense missions around the globe. His last two Stateside deployments in Texas were as a liaison to Governor Gregg Abbott’s TASK FORCE during the Texas COVID response (2020) and deployed to the border of South Texas on Operation Lone Star as a Task Force Surgeon. (2021). He has been awarded the Purple Heart\, the Bronze Star Medal\, the Meritorious Service Medal\, and the Combat Medical Badge. \nUntil recently he had remained off the media grid\, until he was revealed by Senator Ron Johnson as a “whistleblower” exposing facts related to the Defense Medical Epidemiology Database. He then joined forces with other frontline doctors to provide fidelity on safety issues regarding both civilian and military aviation safety. He testified as a fact witness in Liberty Counsel’s SEALs v. DoD case and has traveled the nation speaking on medical freedom and National Defense issues. In 2023 he stood up The Republic of Texas’\, Remnant A-Team\, a ministry with focus on community service\, border issues and the State of Texas’ security issues with a heavy emphasis on the human toll. His team has advised local and state law enforcement and community groups to strengthen ties and resolve to organize effective community response to any disaster\, natural or manmade.

DESCRIPTION:In preparation for another hot summer through a persistent drought\, Lakeway MUD will host a watering restrictions update planning meeting for the public on Tuesday\, March 26 and Thursday\, April 4\, 2024 from 7 – 8 p.m. at the Lakeway Activity Center located at 105 Cross Creek. This will be a chance for the public and LMUD customers to get an update on current and future water use restrictions. After a brief presentation\, attendees will be offered an opportunity to ask questions and give feedback before final decisions are made on the new Drought Contingency Plan. These meetings will not be recorded so we encourage you to attend. Seating is limited. The same information will be presented at both meetings. \nThe biggest change in the Plan will be moving to a restriction of no automatic irrigation at a combined storage level (lake levels of Lakes Buchanan and Lake Travis\, the two water supply reservoirs in the Highland Lakes system) of 750\,000 acre-feet; the current Plan accounts for this change at 600\,000 acre-feet. The current combined storage level\, according to LCRA’s River Operations Report\, is at about 848\,000 acre-feet (Buchannan at 47% full and Lake Travis at 39% full). Assuming an insignificant amount of rainfall in the right areas between now and this summer\, with an increase in evaporation (this past summer’s highest user) and an increase in irrigation\, we anticipate reaching the new trigger level and implementing no automatic irrigation restrictions by late summer. \nLMUD customers have been under 1-day per week irrigation restrictions\, on an assigned day\, since September 1\, 2022 while some of the other local water utilities only recently moved to this restriction for their service area. One of the goals with the new drought plan update is to have all local water providers implement the same\, or similar\, irrigation restrictions to minimize confusion and help slow down the rate of decreasing lake levels. Plan updates are required to include compliance with the LCRA Board of Directors’ decision to amendment their Drought Contingency Plan requiring limiting irrigation of ornamental landscapes to no more than once per week when the combined storage of lakes Buchanan and Travis drops below 900\,000 acre-feet. \nOn average\, the EPA estimates 30 – 60% of residential water is used to irrigate lawns. While local water utilities are separate from the City of Lakeway\, City government has recognized the need to make policy changes that accommodate a cultural change towards minimizing the percent of non-functional grass that makes up traditional landscaping at homes in our area. Last year\, Lakeway City Council approved several ordinances related to building and development services\, including  the use of integrated water management\, described as “an integrated approach to managing water which includes landscaping with preferred plants\, the green infrastructure approach to rainwater capture and management\, and greywater systems.” LCRA has also begun plans to include the removal of turf grass to their rebate offerings\, which are available to LMUD customers. Since the evaporation from pools is also a large cause for water waste in our area\, pool covers will also be required. LCRA already offers pool cover rebates. (see resources below) \nA summary of the Plan updates can be found below. Current enforcement of these restrictions is focused on accounts suspected of irrigating more than once per week. As lake levels decrease and we get closer to summer\, LMUD customers can expect an increase in enforcement of all water use restrictions as well as an increase in penalty fees (a change from $200 to $500 for first offenses and $500 to $1\,000 for second offenses). We encourage LMUD customers to utilize their WaterSmart portal to stay aware of their household water use (see resources below for details)\, ensure our customer service team has your updated contact information on file for notifications\, and routinely check that their automatic irrigation system is operating as efficiently as possible while considering plans for a more water-wise landscaping option.
